She was watching the rescues in Houston.

In the early to mid 1950s, the Kansas City, MO and Kansas City, KS river bottom areas (also known as the Kansas City Stockyards) received devastating flooding.
As a large number of businesses were located in the area, there were also numbers of people residing there as well, as it was cheaper to live there than other areas and many were from Eastern Europe, etc.
The local law enforcement agencies for both states informed would-be-looters that they would be shot on site!
Probably the ACLU didn't exist then, or if they did, they were fighting for the rights of the Communist Party, busy trying to overthrow the USA, as they are doing now, but no one came to demand a looter's "right to loot!"

We had looty people come into my area.
They had no business here, and they did not come to help.
I and they both knew they were up to no good, so I stopped raking muck as they passed by and gave them hard stares.
