Improve the controls, but Food stamps, medicaid, SS Disability, tax credit fraud are all much bigger targets.
A phone costs $10 a month. Food stamps average household benefit is $253.
Certainly improve the controls, but the phones are nothing.
Multiply that times a million then it's $480 million.
Times 10 million its 4.8 BILLION.
Now that they know how the fraud is accomplished, it should be fairly easy to negate it, via law and severe punishment.
