Not really. These people could have come to the United States anytime they wanted in the past. They are American Citizens. When things are back to normal they will return to Puerto Rico. That is where most of them want to be.

Building codes in the Keys and S.Fla. are super strong which is why even though we get strong storms few are killed and many of the newer buildings usually ride the storm out. Our roofs and shutters are build for 150 mph winds, few used such standards.It makes all the difference.
In Puerto Rico will be rebuilding things every time they have a storm since they have no strong codes.
Miami which is already a third world sh!i hole will become and even bigger one if that’s possible.
Only hope for the country is to get rid of welfare.
