Trump Ends Obama-era War on Coal; Scraps Clean Power Plan

WASHINGTON, DC, Oct 13 – “The ‘climate changers’ came out in full force when the EPA announced earlier this week that it was ending the Obama-era war on coal by scrapping Mr. Obama’s Clean Power Plan. But, America has the world’s largest reserves of coal—an asset that should not be dismissed out of hand for a variety of reasons, according to Dan Weber, president of the Association of Mature American Citizens [AMAC].

Weber says that extreme restrictions on the use of coal to generate electricity “acted like a national energy tax. They minimized the positive impact of our lowest cost and most affordable electricity, much to the dismay of senior citizens, in particular. As it is, too many of them struggle to heat their homes in winter and cool them in summer. And then there is the effect these regulations have had on our economy, including the loss of countless jobs throughout America’s coal mining regions, and the devastating impact they have had on whole communities.”

As for the potential threat to the environment, the AMAC chief says carbon capture technology may hold the key to the ability of coal-fired plants to burn the fuel in a clean and efficient manner. The cost of implementing the technology has so far been prohibitive but the Associated Press reported recently that projects already underway are aiming to reduce the cost from $100 per metric ton to $40.

Weber says that if the purpose of the Obama Administration’s war on coal was to reduce greenhouse gas emissions, it was wide of the mark. According to Michael Oppenheimer, a professor of geosciences and international affairs at Princeton University, told Scientific American that “marginal cuts by the U.S. don’t have a long-term overall big effect on the climate. What has to happen to have a big effect on the global climate is for all the big emitters to get together and decide that they are all going to cut some substantial fraction [of emissions].”

Reducing emissions from “just coal-powered electricity, and in just one country” won’t do the trick,” Oppenheimer said.

Jim Matheson, chief executive of the National Rural Electric Cooperative Association, says that the Trump Administration’s decision to overturn the Clean Power Plan rule will allow providers to offer affordable electricity to its customers.

“President Trump has kept another campaign promise—one that will have a positive impact throughout the country, particularly on the lives of our senior citizens,” says Weber.

This won’t make any difference in the U.S. power mix. Natural gas is too cheap because hydraulic fracturing has been so innovative and so successful.

Combustion turbine combined cycle plants are 60% efficient and can provide the caseload power that used to be delivered by large coal fired plants.

So you have a cheap, clean fuel, no fly ash disposal, thermal efficiency more than 50% higher than the best coal fired plant technology, capital cost of the NGCC plant is about half of the coal fired plant, and half the CO2 output (which will still keep the green kooks at bay).

Bottom line. Until this gas “bubble” goes away, coal is not coming back.

Illustration: Natural gas delivered to generators averaged $5 per million British thermal units (Btu) in 2014, fell to $3.23 per million Btu in 2015 and was only $2.78 per million Btu for most of 2016. In 2017, it has approached $2.00 in some markets.

The Clean Power Plan was never implemented, so it never had any thing to do with coal's problem

In the mean time, 3 coal fired power plants on the Texas grid were shut down in the last week.

According to NASA sea level is falling as more and more water vapor (which cannot be modeled) transforms into ice ... ice means cooling, so please more coal and more emissions to fight global cooling. We want heat, not cold. Thank you.

West Virginia had second highest GDP

WASHINGTON - West Virginia had the second highest growth in gross domestic product (GDP) of any state in the country during the first quarter of 2017, and Gov. Jim Justice attributes the climb to the bounce back in the coal industry.

Mining grew by 21.6 percent nationally, according to the U.S. Department of Commerce report, contributing to growth in 48 states. That made Texas, West Virginia, and New Mexico the three fastest growing states, growing at 3.9 percent, 3.0 percent and 2.8 percent, respectively.

"I know the coal business like the back of my hand and the current spike in the coal market was one I saw coming, and our state Legislature refused to listen," Justice said in a news release. "If you go back to the October 2016 debates for governor, I said that coal would rebound and that our severance tax collection would go up. Some people laughed at the time, and they were totally wrong."

The governor's office also reported that a new Reuters analysis shows U.S. coal exports have increased more than 60 percent this year due to soaring demand from Europe and Asia.

We can export coal. But it is not the cheapest way to make electricity. That ship has sailed and is not coming back (at least until the supplies of NG get tight again). Basic economics.
