I think the argument goes along the lines that ‘African elephants are wilder and have never been domesticated’.
While a lot of Sowell’s points about geography and African animals are true I don’t know that they provide a sufficient reason for Africa not advancing. You’d think that they would have domesticated some of the native animals, ones resistant to the local diseases.
