Let fuel distributors set up temporary fuel stations along evacuation routes - park a tanker with a car dispenser with police protection present. Have many of these set up.

Wrong.
When all lanes are N bound there is no way for the fuel trucks to get to the stations.
Thats the problem not supply and demand

It’s probably best that most people don’t evacuate. More people get hurt preparing for or avoiding storms than get hurt by them.

Allow free market pricing to prevail during disasters and there’ll be adequate fuel available.
But imposing price controls is a proven way to cause supplies to dry up.
