Chromosome analysis will never turn up “neither male nor female” in humans, ever.

You could determine or assign gender based on whether there was a Y chromosome, but chromosome analysis might also reveal that a person or their genitalia would never be 100% male or 100% female. Or it could reveal that a person's sex as determined by chromosomes didn't match their physical characteristics. Hence the dilemma. It sounds like these people aren't just boys who want to be girls or vice versa, but people born with what used to be called biological abnormalities.

Yes, and there is sometimes chimerism, where one set of genes may be male and the other female.

But none of that is what they’re claiming, “neither male nor female”. That just does not turn up in chromosome analysis.
