If Obama had just signed such an order declaring a national emergency, I would be expecting FEMA and UN Troops to come charging in.

The motivation for this apparently is to stop the human trafficking and money laundering from such that is going into foundations that support powerful people who are involved in this criminal enterprise - these people are also seditious.
