Most include the postage because it is a minuscule amount.
IIRC there is an agreement that each country charges for their end and the other end will equal out.

I received two Ebay orders directly from China. The green sticker indicated $0 postage paid.
The USPS essentially handled the whole trip for nothing
We went through this 100 or more years ago:

It’s funny when you think about it. They’re named for horses—teams of horses pulling wagons with men holding the reins. Yet now they drive trucks. One engine, not a team of engines!
I predict that if UPS ignores them within a year most of their drone and driverless fleet will be out of commission due to acts of sabotage.
I used to live next-door to a Teamster. He was not shy about committing acts of sabotage against anyone he thought was a threat to his livelihood. He would brag that he could get away with it, because “I’m a Teamster!”
Scary part is, it would seem that he did.
Ditto everything you say about FedUp. I’m sick of UPS drivers bfreaking speed limits. And if you are a pedestrian running you off the road. It’s like they can’t stand to hit the brake pedal.
