For an example of citizenship by birth to a U.S. citizen, presidential candidate Ted Cruz (running in 2016) was born in Canada to a citizen mother and a non-citizen father. Under the version of the naturalization statute in effect at the time, Ted was a citizen at birth provided that his mother had been physically present in the United States for 10 years before Ted’s birth, and at least 5 years before she turned 18. There’s no particular reason to doubt that Ted’s mother satisfied these physical presence requirements, so Ted is almost certainly a citizen from birth.

Likewise, presidential candidate George Romney (ran in 1968) was born in Mexico to two U.S. citizens. I have never researched in detail the citizenship law that existed in 1907, but my understanding is that he was a citizen from birth by virtue of his parents’ citizenship.

Cruz was a citizen, but not a natural born citizen.

By Canadian law, he was a natural born citizen of Canada.

By Cuban law, as his father was a Cuban citizen, Ted was also a citizen of Cuba.

And he is only an American citizen if his mother followed the law by registering his birth with the US Embassy, a document Cruz never produced.

A citizen can be a Senator.

Only a natural born citizen can be President.

Natural born citizens do not need any statute to decide their citizenship.
They are NATURALLY citizens because they could not possibly be anything else, born here of citizen parents.
Study some history and natural law.

Winston Churchill had an American mother, according to you that makes him a natural born citizen.
Curiously, Congress bestowed HONORARY citizenship on Churchill.

George was actually born in an exclave of the USA, which happens to be surrounded by Mexico. The citizens of that exclave have a post office and vote as normal citizens. Not any different than the other exclave portion of the USA. Up until the late 90s there were quite a few exclave scattered across the world. Some were islands it parts of islands others colonies within now foreign countries. Not every exclave is listed in wiki.
