In Florida the governor may remove/appoint “constitutional” elected county officials such as sheriff, supervisor of elections, tax collector, etc.

Incompetence isn’t a crime but it can put the public at risk. Apparently in Florida, if it’s not someone who can be impeached, they can be removed by the governor. It’s probably different in other states.
