Full title: Judicial Watch: Broward County Sheriffs Office Training Materials Say First One or Two Officers on Scene should Confront the Shooter
Remember, every time you hear a gunshot in an active shooter incident; you have to believe that is another victim being killed.
Four Officers on Scene at February 14 Parkland Shooting Did Not Enter School Building
(Washington, DC) Judicial Watch today released Broward County Sheriffs Office training and operation materials that specifically dictate that the first one or two officers on the scene of an active shooter incident will immediately go to confront the shooter.
The Broward County Sheriffs Offices Standard Operating Procedure and lesson plans for an active shooter incident were obtained by Judicial Watch via a Florida Sunshine Act records request.
The Broward County Sheriffs Office confirmed that armed school resource officer Deputy Scot Peterson was first on the scene of the February 14 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, but he did not enter the school to confront shooter Nikolas Cruz.
Three other deputies also arrived on the scene but did not enter, the sheriffs office said . The Broward County materials direct that if four officers are on the scene of an active shooter incident they are to form a Quad formation and enter the building.
The lesson plan instructs officers to immediately confront a shooter:
History shows when a suspect is confronted by any armed individual (police, security, concealed carry person) they either shoot it out with that person or kill themselves. Either way, the shooting of innocent bystanders must stop. Now, the first officer or two officers on scene will immediately go to confront the shooter. Military tactics work well in this situation. The two man bounding overwatch is our response.
Using lessons learned from Columbine (the 1999 high school massacre where officers waited for a SWAT team and allowed two shooters to continue) the first four responding officers are directed to form a Quad and approach from all directions:
During Columbine, the response to an ongoing shooting situation was to contain the suspect. After Columbine the International Chiefs of Police addressed the problem with the response and came up with the Quad or diamond formation. With the quad, the first four officers to respond entered the building with coverage in all directions. This was critical to address the concerns of officers who previously would not enter and just wait for SWAT.
Broward County Sheriff Scott Israel said during a news conference that What I saw was a deputy [Peterson] arrive take up a position and he never went in. Israel said Peterson should have went in. Addressed the killer. Killed the killer.
The lesson plan clearly states: If you are on scene or in the area and hear gunshots, you should immediately access what you have and prepare to respond . Remember, every time you hear a gunshot in an active shooter incident; you have to believe that is another victim being killed.
The training materials also state that the first officers on the scene will engage the suspect , which Peterson did not do. There are now three teams during Active Shooter Incident [Contact, Extraction and Rescue Task Force]: Contact Team: Is first on scene, 1-4 deputies, they will be actively engaging/searching for suspect (HOT ZONE).
The lesson plan lists priorities of life as: 1) Hostages/victims; 2) Innocent Bystanders; 3) Police/deputies; and 4) Suspects. If in doubt about going through the door after a suspect, think about the victims and where they stand on the list.
The importance of a fast and effective response is emphasized: Time is critical in each of these incidents. This is like no other crime. The motive is to kill as many people as possible in the shortest amount of time. Why? Because the bad guy knows we are coming.
An exercise designed for a lone deputy on the scene of an active shooting is intended to get the deputy moving towards the gunfire, passing dead students and others running by him. However, there is no reason to give up a good position of cover if the shooting has stopped. Remember the cavalry is on their way, so its better to hold, than to expose yourself to unknown threats.
The Broward County Sheriffs Office Standard Operating Procedure states: If real time intelligence exists the sole deputy or a team of deputies may enter the area and/or structure to preserve life. A supervisors approval or on-site observation is not required for this decision . If the situation turns to a barricade or hostage situation the response team will contain, isolate, communicate and wait for SWAT.
Records obtained by Judicial Watch also show that Sheriff Israel is the second highest paid of Floridas 67 sheriffs at $186,631 for Fiscal Year 2017/18. The sheriff was eligible for $2,000 in supplemental pay for completion of a 20-hour training course. In 2016, Israel received a warning letter that he had not successfully completed the course and his supplemental pay was being withheld.
These Broward County Sheriffs Office documents obtained by Judicial Watch show that the law enforcement agency failed the victims of the Parkland shooting, said Judicial Watch President Tom Fitton. Lives were lost in Parkland because the Sheriffs Office personnel were either poorly trained or failed to follow training protocols.

They did confront the shooter.........eventually.
“The lesson plan instructs officers to immediately confront a shooter:”
The video I saw showed deputy Peterson getting into a golf cart to get as far away as possible as fast as he could.
“They did confront the shooter.........eventually.”
A couple of miles away after he finished his work.
Exactly, Peterson is a coward just like he was accused of right after the shooting.
This is just a start. What was the reason why they did not enter was not asked. That governor if he wants to become US Senator better order a thorough investigation or is he doing a cover up ?
WHERE IS THE DEMAND FOR FEDERAL AND STATE INVESTIGATIONS ????
Theyre missing the point Its not guns or the NRA Its policies which had cops standing outside while killing was going on or some nut getting a gun the FBI knew he wasnt suppose to... Plus a whole raft of other stuff
THE MEDIA IS DOING THIS BECAUSE
THEY DON’T WANT YOU TO KNOW WHY THIS HAPPENED
STOP SPREADING THE CABLE SWILL MILLS POISON
DEMAND STATE AND FED INVESTIGATION ON THE POLICIES WHICH CAUSED THIS
No mention of the Commanding Officer on the radio ordering them to set up a perimeter.
Support Free Republic, Folks!
Does Browsed county have a higher proportion of cowards?
Lets put it this way. There are a bunch of NY/NJ transplants down there.
Israel's salary is a pittance compared to the $750 million annual budget under his control.......
Plus....Obama made sure the federal tax dollars keep pouring pour in as long as Israel doesnt arrest any minorities.
What does Israel do with all that money....besides giving cops a gun, a uniform, a two-way,
and telling them to go sit in the car with the light on top until they can collect their pension.
I about gagged when I read about 0bama’s program to keep minorities out of jail and Israel really took it to heart.
I’d bet the turkey’s making a lot more than his inflated salary too.
Wonder how often he take trips to small islands in the Caribbean? Islands with no particular economy-—except a bank or two.
The Broward cops hid outside while 17 kids got slaughtered and many injured .....as shots rang out, kids screamed and bodies fell.
The Broward policemen pantywaists with perks hid b/c they had been ordered:
<><>(A) to adhere to federal/state-approved OBAMA-ERA PROGRESSIVE SCHOOL POLICY,
<><>to make sure NOBODY was caught, and,
<><>(C) that nobody got arrested.......
<><>(D) b/c an arrest statistic would turn off the federal money spigot.
The Florida legislator votes Broward $400 million for school mental health issues. That's a laugh....betcha a small % of that goes to the actual problem.
Politicians go wild when its "for the children."
BTW, did anybody ask Broward Sheriff Know-nothing if his $750 million dollars PD budget had any funds for that?
Seeing as how the simpleton screwed-up the schools.......
The sheriff is getting plenty of federal funds handed out by Obama to those who knelt in obeisance to Obama's cockamamie plan to eliminate minority criminal statistics......which enabled the massacre to take place.
Obama administration unveils new guidelines for school policing
With the goal of protecting students civil rights and limiting unnecessarily harsh school discipline, the Obama administration is calling on schools to ensure that the role of on-site police is limited and clearly defined.
The Obama U.S. departments of Education and Justice has released new resources related to the hiring and training of school resource officers, which come amid national discussions about school discipline and the role of law-enforcement officers following several high-profile student arrests. They are the latest efforts by the administration to reshape school discipline by pushing back against zero-tolerance policies.
Communities that do not trust cops in their neighborhoods do not want to invite them into their schools with their children. Jonathan Stith, Alliance for Educational Justice
Among the resources are guidelines for crafting agreements between schools and local law-enforcement agencies, monitoring the actions of school-based police officers, and training police in such areas as child development and conflict de-escalation.
Those recommended practices will now serve as requirements for agencies that hire school resource officers through Justice Department grants, said Ronald L. Davis, the director of the Office of Community Oriented Policing Services at the agency.
Local law enforcement agencies around the country use those grants, administered on a three-year cycle, to hire between 100 and 150 school resource officers every year, which means about 450 positions are funded by the grants at a given time, a small fraction of officers in schools nationwide, Davis said.
NEW GUIDELINES FOR POLICING IN SCHOOLS
Seek community input when drafting agreements with law-enforcement agencies that detail officers roles in schools and limit their involvement in disciplinary issues.
Incorporate local, state, and federal civil rights laws into those agreements and establish processes for monitoring compliance and receiving complaints about potential violations.
Set policies for hiring and training school resource officers on issues like appropriate use of restraints, child development, and the effects of youth involvement with the justice system.
Train teachers and staff to avoid calling on school officers to assist with nonviolent disciplinary issues.
Establish a process for evaluating school resource officers.
