McMasters’ task is completed. His contract is completed. Now there is a different task and different talents are needed for the new task. A different individual with the required talents is given the contract for the task. When it is complete he will leave the position. That is why officers can be appointed that horrify the prolifers or the normal marriage and two gender proponents. But those fellows were not contracted to deal with those particular issues. They had talents appropriate to the tasks for which they were hired and did/do not serve longer than it takes to complete those tasks.
