40 million blacks times 53.94 would be slightly more than 2,000 total murders. Over 4,000 blacks were arrested for murder in 2013, and probably the overwhelming majority of those killed were black. Plus there were murders where the killer was never arrested.
On the other hand, 20,000 seems too high. There just seems to be a problem with the statistics.
