Posted on 04/15/2018 10:53:30 AM PDT by Rusty0604
Broward County, Fla., school officials portray as a great success their Obama administration-inspired program offering counseling to students who break the law, instead of having them arrested or expelled. They insist that it played no role in Februarys school massacre by Nikolas Cruz. They also claim that in fact juvenile recidivism rates are down and school safety is up, thanks to the program.
The evidence tells a far different story.
Broward County juvenile justice division records, federal studies of Broward school district safety and the district's own internal reporting show that years of intensive" counseling didnt just fail to reform repeat offender Cruz, who allegedly went on to shoot and kill 17 people at his high school. Records show such policies have failed to curtail other campus violence and its effects now on the rise in district schools including fighting, weapons use, bullying and related suicides.
Meanwhile, murders, armed robberies and other violent felonies committed by children outside of schools have hit record levels, and some see a connection with whats happening on school grounds. Since the relaxing of discipline, Broward youths have not only brazenly punched out their teachers, but terrorized Broward neighborhoods with drive-by shootings, gang rapes, home invasions and carjackings.
Broward County now has the highest percentage of the most serious, violent [and] chronic juvenile offenders in Florida, according to the countys chief juvenile probation officer.

Naivete, good intentions, and gentle discipline are recipes for disaster.
Obama is an imbecile. These flunkies do not want to be bothered doing anything difficult or disciplined. None of them deserve a job more sophisticated than fast food service.
The Guy on the left ,is he real or a Cartoon ?
“....Law enforcement agreed for the most part to let school officials handle such delinquents through two counseling programs: PROMISE and the Behavior Intervention Program.”
“Law enforcement” is people. Who agreed?
We need to ban liberals. They are the violent one shooting everything up.
Ban? They will evade the ban and keep on keeping on
Liberals must be exterminated like the plague or small pox virus have been exterminiated
So the next atrocity begins...when? It’s coming since nothing is being done to prevent it. The same players hold the stage, well minus one cowardly cop and one perp. It looks like there are still plenty of both to stir the pot some more. Pity the children.
“The Guy on the left ,is he real or a Cartoon ?”
No,he’s an Affirmative Action posterboy.
The entire concept of public schooling as we know it has come under intense question. Maybe it needs to be more voluntary. There is no balance because people are not bringing God into it from home. Comparing to yesteryear is vain if it is based on but one factor.
The church will perhaps, like Christ on earth, have to seemingly go kaput before it rises again. Not so as to violate scriptural promise, but so as to vindicate the glory of God.
Let’s guess the background of most of these “youths” and “teens.”
Satan has achieved a mighty inroad by getting people to think that secularism equals liberality. But selfish forms of Christianity will do that.
“””That new discipline policy took effect in 2013. It was at the vanguard of the Obama administrations efforts to address the school to prison pipeline. Beginning in 2009, it opened hundreds of investigations or sued to force districts to adopt lenient discipline guidelines. This push was formalized in a 2014 Dear Colleague letter to the nations public school superintendents and board members that not only discourages student arrests, but holds districts liable for the actions of school resource officers.
After meeting with Obama officials in the White House, Runcie persuaded the Broward County Sheriffs Office and Fort Lauderdale Police Department to agree to stop arresting students who committed misdemeanor crimes the district deemed nonviolent including assault, theft, vandalism, drugs and public fighting. This included multiple offenders such as Cruz. Law enforcement agreed for the most part to let school officials handle such delinquents through two counseling programs: PROMISE and the Behavior Intervention Program.”””
“””In a related program, Broward County Sheriff Scott Israel also agreed to back off arrests of students who commit such crimes outside of schools, offering them civil citations and the same restorative justice” counseling instead of incarceration, even for repeat offenders. Restorative justice is a controversial alternative punishment in which delinquents gather in healing circles with counselors and sometimes even the victims of their crime and discuss their feelings and the “root causes” of their anger and actions.”””
“””Within two years of adopting the discipline reforms, Broward’s juvenile recidivism rate surged higher than the Florida state average.”””
Commie bastards in the last admin caused this.
When the associations of shame & disgrace were removed from teenage pregnancy, teenage pregnancy increased exponentially.
Not only is the bad behavior that was ignored increased, but new bad behaviors are introduced on a continually ongoing basis. Think Tide pod eating & condom snorting, even suicide.
Anyone who works with juveniles, especially young males (although increasingly, females as well) realizes pretty quickly that the only institution that's failing is the family, and that the "pipeline" from schools to prisons arises from within violent individuals, and not because of punishing them. Punishment is a consequence of behavior already manifested, not a source of it.
Violent juveniles learn very quickly when these kinds of programs are in force in their districts, and what behaviorists (who are honest) will tell you is that when you allow aggressive offenders to skate, you are reinforcing this antisocial behavior, NOT minimizing it.
One of the "common sense gun control reforms" that needs to be undertaken is the ending of the Promise Program and others like it.
Every photo I have seen of Runcie looks like it has been "enhanced."
Endless problems when you let feral youths run wild. The whole purpose of the Promise Program was to stop charging minority students with crimes to make it appear as though they were not actually committing crimes. Giulaini proved in NYC that when you take care of the small stuff, the big stuff will take care of itself. Promise should be renamed Fraud.
