Yes. He didn’t actually lease it to a private company, but he did issue 1 to 1.5B in bonds against the turnpike’s tolls.

Some of the bonds did go toward accelerated work on the turnpike, but the rest went to off-pike road construction projects, mostly in northern Ohio.

Ok, thanks - didn’t know. Virtually the same as handing it over. I remember in New Jersey Cortisone tried to do the same crap with the Parkway and Turnpike...and to get the BIG CASH he needed to have the tolls drastically hiked, as in privatization rates. Thankfully most people in NJ use those highways, so he ran into a buzz-saw of opposition.
