I noticed the “congratulations” as well - he also asked about Christians, so I assumed he was from a Christian organization, which would explain the politeness.
I can’t help but wonder what kind of response they want from the president regarding the cruelty of the regime. Do they think that President Trump has a time machine? Can he go back and change things? Should he have just nuked the whole country? Punch Kim in the mouth? Seriously....stupid questions.
