My understanding was that he was an armed security guard at the time of the shooting. The article states he was an unarmed security guard. I’m not sure the article is correct.

There is almost zero accountability in any public service role. The buck never stops. There is nobody in charge. It is a “board” or “committee” so nobody is ever responsible for anything. This is one reason why we need to privatize most services.
There is a story in the news feed right now about Florida Toll Road system being offline. That is run by a private company contracted by the state. The people know who to blame - the President of that company. And the contract calls for $5000 per day in penalties for every day the system is offline.
It doesn’t take much to see the contrast in approaches. Sure, mistakes happen. But accountability and culpability make for incentives to fix the mistakes. No private employer would keep a guy who sexually harassed 2 teenage girls on the job.
Sounds like the resource officer at my old high school. All he ever did in the four years I was there was sit in the gym all day and ogle the girls gym classes. It fact it became a running joke even among the teachers, if someone would ask where he was, they would roll their eyes and say, “You know where you can find him.”
