Google that and you'll see they've had trouble with this same IP addr in the past.
Eg, partway down the first google results page is this from last November:
congress-edits on Twitter: "Internship Wikipedia article edited ... Nov 9, 2017 - Is it just me, or does it seem that the 143.231.249.130 IP address is getting a workout lately, publishing BS entries in @Wikipedia ?
Probably an intern, based on the above.
So the US House IT teams have had since at least last Nov to deal with this inside-job rogue, but I guess they need more time to figure it out, eh?
Perhaps the problem is they gave it to the FBI to investigate?

I know what an IP address is, but don’t they have dynamic addresses at congress? How can you isolate the computer that was used?
