They only hand count the votes that the machines flagged as being undervoted or overvoted.
The hand recount is done in a fishbowl. Best to just rubber stamp the original results. :)
This was just counts of the overvote and undervote, as flagged by the machines.
There were only a small number, like 10,000 or so, and it’s pretty easy to look at an undervote and tell whether someone just missed the circle, or it is blank, so they were clearly able to look at a dozen a minute per counter.
