Trump administration lays groundwork to declare national emergency to build wall

The White House has begun laying the groundwork for a declaration of national emergency to build President Trump’s border wall, including searching for unused money in the Army Corps of Engineers budget, two people with knowledge of the preparations said Thursday.

Such a declaration would be certain to set off a firestorm of opposition and would undoubtedly be challenged in court. But it could also be a way out of the current impasse, allowing Trump to cite action on his long-promised wall even without Congress granting his funding demands, and potentially paving the way for the government to reopen. The shutdown is now in its third week.

Trump has urged the Army Corps to determine how fast contracts could be signed and whether construction could begin within 45 days,

I have an idea: Cover the south-facing side of the wall with giant mirrors. Maybe if the would-be invaders saw nothing ahead but ramshackle shanty towns populated by hordes of Third-World denizens they would think twice about continuing their journey.

This is one of the primary reasons you got elected, Mr. President - not just to build the Wall, but to make sure that the Swamp creatures could not obstruct the will of the American People.

Run over them like a steamroller over a frog! You will not only not lose one single voter from 2016, you’ll gain the respect of a lot of people who have seen who and what the Dems really are. More importantly, you’ll have bought the real USA time - time to fix what the traitorous Dems and Republican one-Worlders have tried to do to us for the last 50 or more years.

Presidents don’t need to “lay the groundwork” to sign an Executive Order.

FDR declared war soon after the attack on Pearl Harbor and THEN got the military organized.

Why does Trump seem to be going wimpy?

He must have considered ordering the military to build a protective wall long before now.

Ground work has been laid.

Texas Dan Patrick came out today and said TEXAS will build its border barrier if the FERAL Government pays Texas back.

PDJT and Texas have taken the first step, a State asking for relief from the invasion, so that PDJT can declare the national emergency.

Everyone knows that the State can build it cheaper than the worthless FERAL Government.

Hurrah for Texas, hurrah for PDJT.

This gives Pelosi and Schumer an out. They can curse him for going around Congress while claiming victory.

I predict they would then use this as grounds to impeach. They won’t go through the courts. They’re afraid they’ll lose. But this will be their rallying cry against whoever he appoints to replace RBG.

It seems to me that the President and the Republicans (and the Democrats) have been wargaming these scenarios/strategies since well before the midterms.

As such, the Corps of Engineers should have made some preparations for making rapid contract awards.

They already had standing contracts with a pre-approved pool of contractors to (relatively) rapidly bid on each segment of wall. I believe that process was taking a few months of lead time for each segment (with several running concurrently).

If a priority list of segments was made available to the vendors a few months ago, they could have had time to prepare bids on each, and might be able to accelerate the contracting lead time.

To start work in 45 days, the vendors would have definitely have had to have been given a heads up to get ready before now.

If this has been cooking off for months, and they are getting ready to launch, it could be something glorious.
