I wish the whole POTUS speaking before Congress would end. The State of the Union has degenerated to the American version of the Queen’s Speech opening Parliament. One of worst things was introduced by Ronald Reagan who would invite people to the speech and use their stories in the speech.

He MUST give the address in some fashion to be compliant with the Constitution's Article II, Section 3, requiring the President to "give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient."
