The speaker has to give the President permission to enter the House. The Sgt at Arms has the authority to deny entry to the President.
But there is no reason the State of the Union address cannot be given in a larger venue with the Judicial branch, The Senate,House Republicans ( the House Dems will boycott), in which the public can attend.
Can you imagine a 65,000 attendance by the public in support of PDJT with the other branches of government in attendance without Pelosi?

I personally would like the president to address the Nation from the Oval Office, and take it away from the Democrat House who will find a way to screw up the works no matter what, but doing it in the Senate would be OK too. The House is supposed to be the peoples voice, but with Democrats in charge it is the voice of the DNC.
