So the Speaker doesn't think she can host the State of the Union Address in 'her' own House safely.

How long will it take your people to arrange a 'safe-enough' venue in a friendly (as in Texas) state? It seems like that giant arena from which you rocked the nation in Houston might be available.
Deliver your State of the Union address in front of a supportive crowd and thrive off the feedback that you will receive --- Not to a bunch of swamp creatures half of whom just don't like you.
The Oval Office setting, although MOST presidential, doesn't do your delivery style justice. An arena of 20,000 of your closest friends is more the ticket. You could set aside a seating area with 535 seats to accommodate any or all of the Congress who may want to be present for this historic event. (They can pay their own way, to the place, though)
Go ahead and submit the SoN to Congress in writing, but DELIVER it to We The People in the biggest, baddest manner that you can.

Invite SCOTUS, and the Joint Session of Congress entirely to attend. Give them seats in front of the stage directly, so that can feel the popular public support of PDJT.
Why limit it to 20 thousand? Why not 100,000 ?
