Of course Sen McConnell can invite Pres Trump. The date of delivery of the State Of The Union is the only set thing. The method of delivery has is not set in stone...heck, it’s not even set via marshmallow. LOL

He doesn’t need Congress’ ok. He’s the POTUS and can speak to We the People any time he wishes. Call a presser and go for it. Multiple tweets to get the entire thing out there. No one can stop him. He’s rich enough to buy his own television station and put his face on 24/7 if he wants.

Maybe it can be some sort of multimedia thing where the president does a bunch of videos from places where Americans have been killed at the hands of illegals. "Right here another American was murdered because democrats refuse to act" sort of thing.
All of this is record earlier and its shown at some large venue and then the president walks on stage to deliver the SOTU at the conclusion of video.
Have lots of the family members join him with some bleachers on the stage.
The whole speech Americans would have to be looking at the colateral damage the democrats insane policies have wrought.

The standing rules of both the House and the Senate grant floor privileges to the President and Vice-president. This does not, however, give them permission to address the body.

...shall from time to time give to the Congress information of the state of the union...
How is "from time to time" a set date of delivery?

Time for a State of the Union Trump rally, preferably in the biggest stadium available in some swing state.
This will not only give Nasty Nancy a poke in the eye, but also make a big statement that the Trump administration is for the people, not official Washington.
