Neither bill will pass. Vote on funding the wall first. If it doesn’t pass then the second won’t pass. Trump still has to sign it either way.

I think what they are proposing is that POTUS gets his $5.7M, but it won’t necessarily be used for a wall, and that decision gets kicked down the road to the 8th.
To say this is weaselly is an insult to weasels, if this is what this means.
