White House planning to proceed with State of the Union, but details up in the air
FOX News ^ | 1/22/19 | Alex Pappas, John Roberts

On Capitol Hill, there is immense uncertainty about what will happen. The offices of other congressional leaders referred questions about the speech to Pelosi.

“We are standing by to stand by,” one senior congressional official told Fox News when asked if the State of the Union speech would still unfold.

For that to happen in the House, both chambers of Congress must approve a resolution to use the House chamber and to have both bodies meet in a Joint Session of Congress. This has not happened yet.

Should the Senate move to host the president instead, a resolution would still be needed.

So Pelosi is holding the Senate hostage too.

Not sure, but even though he can choose when to deliver it, I think he is required to physically deliver it to congress in one form or the other verbal or written. To just deliver it to the people and not directly to congress might not satisfy the requirement.

Anyone know for sure?

I thought the President can call a joint session and both houses must assemble

Reading the literal wording, it does not specify how it needs be delivered. Of course in those days there was nothing but a verbal or written way to do it. So, I gather the method of deliver is up to the President.

I would look for him to do a delivery of maximum impact. Pelousy is trying to avoid him listing all of his accomplishments on national TV with the dem party looking like the asses they are with cat calls and the like. I frankly wish he would deliver the message inside a W88 warhead.

Trump has been given a gift beyond price. He gets to present the SOTU on his own terms in a far less hostile environment than the House Chamber. No need to suffer interruptions from disrupters invited by RATs to sit in the gallery. No Rep shouting out “liar.” No camera shots of RATs snoozing or making faces. None other than George Washington set the precedent, a fact PDJT can reference.

https://history.house.gov/Institution/SOTU/State-of-the-Union/

The formal basis for the State of the Union Address is from the U.S. Constitution:

Reporting to Congress the state of the union can be a written statement. Nothing about requirements to appear before congress. Pelosi’s role is to grant permission for the executive branch to enter the chamber to give the speech. Without that, the only option the President has to give the SOTU in the congressional chamber is to call for a joint session of congress, which I believe is in the Constitution.

This is all about Pelosi and the camera. She does not do well in the presence of the President and she will be directly behind him.

The constitutional requirement is for the president to advise congress of the state of the union.

It was done in writing for many years before the advent of radio, then TV turned it into a public event.

Lately it has become almost a theater of the absurd with politicians (especially democtrats) acting like teenagers let loose for the first time.

They crowd the cameras, strut and preen, and perform like bad actors to show their approval or disapproval.

US Constitution Article II, Section 3, Clause 1.

The President “shall from time to time give to the Congress Information of the State of the Union,
and recommend to their Consideration such measures as he shall judge necessary and expedient.”

I am under the impression that Congress MUST invite the President at least once a year.

This he can't just come doesn't make any sense.

I know for certain that Washington visited the Senate with Sect of War, Knox, unannounced and left in a huff when the Senate denied him his "advice and consent" on a Treaty. "Then why am I here?"

Agree. Make it campaign rally style in a BIG venue.

I like Cowboys Stadium but Trump could get some NFL trolling in by having it at the Superdome as a consolation for the Saints being screwed out of the Super Bowl by “weak” Roger Goodell.

This whole nonsense from Pelosi makes my blood boil - it is the PEOPLE’s House, not HER house.

The fact she’s even contemplating barring POTUS from delivering the SOTU in the House is something that I wouldn’t in my wildest dreams ever imaging actually happening.

I just hope the American people see her for the obstructionist that she is and realize the Dems have ZERO interest in doing anything at all beyond “resisting” Trump. I’m sure the vast majority of Americans did not expect this is the sole thing that the Dems would do when they got control of the HOR back.

If Trump gives the SOTU as usual, Pelosi will be seen by her base as caving in to the Root of All Evil.

If Trump needs to do something different, Pelosi looks like a complete jerk to the rest of the country.

Trump has set this up where he wins either way. :)

He could give the speech anywhere and then simply mail a copy to pelosi.

That’s what I thought too. And that is absolutely what he should do.

He can do both. Deliver the speech to the people and deliver a written version to the Congress.
