That is still the case. Marines are assigned to U.S. Embassies.

The marines protect the inside; the grounds and inside the building. The local country protects the outside, wall or fence perimeter and street. This is standard in most countries of the world. In Israel, the Armenian christians provide security for the counsulate (probably now an embassy) and the Israeli soldiers sit in a kiosk on the corner with auto weapons.
