The correct venue for any challenge to a declaration of emergency should be the DC District Court or the Supreme Court directly.

Which also should have been true for the challenges to the Travel Ban executive orders. I'm still not sure how

1) They got a West Coast Federal Court to assert jurisdiction on a Presendital Executive Order, instead of deferring to the D.C. District Court, and

B) How some podunk Federal Judge in Hawaii thinks he can make a ruling from the bench that is in effect outside of his jurisdiction, and why the SCOTUS, as the supervisors of the federal courts, let him.
