There are more than one way to “speak” into your cranium. It was supposed to be used to get the enemy (primary target was muslim fighters) to lay down their weapons and get others to do the same. But the CIA Deep State got hold of one or more versions of it and has used it for nefarious purposes. They generally choose people that already have “issues” and amplify them and direct them to do the dirty deed. The primary effort has been an attack on the 2nd amendment, but there have been several uses for false flag and media diversionary attacks. Expect this to ramp up as Nov 2020 approaches. A patsy with no fingerprints; a CIA dream.
The CIA secret ops have had lots of time and lots of money perfecting things we probably have no inkling about.
