The letter was not a “request”. It was a notification required by law, so that Congress can carry out oversight.
The law does not empower a committee to approve or deny executive decisions. Nor does the law require any further approval by Congress to repurpose these funds.
If they want to change the laws, there is a process to do so. But they will have to overcome a presidential veto. Something about that in the Constitution.
