Of course this would be the outcome. There is zero percent chance of any other outcome. Recipients of the largesse would promptly blow it on venal sins. It would not improve their lives one iota.
But there would be three very predictable HUGE results of that:
1) The recipients will be angry they didn’t get enough and be perpetually pissed off and aggrieved at their benefactors.
2) Libs will forever cry “we paid too little” and the race hustlers will be fighting for more, more, more from here to Kingdom Come.
3) Those who were forced to pay anything will be madder than they have ever been and race relations would hit an all time low.
Race wars or CW II would ignite.
Attitudinal blacks are American enemies.

You forgot to include the costs in blood and treasure of the Civil War and the costs of Reconstruction afterwards.
The problem is you will never find a “Reparations Fund” just like you would never find an office in Washington DC with a “Death Panel” sign on the door. If the Dems get full control again, you would see taxes go sky high and lots more sneaky ways to channel the money to blacks without it being obvious it is “reparations.” All they would have to do is slowly increase every aid program by 5X.

This is why there should be no discussions other than on the basis that any deal will be marked "paid in full".
You know the “paid in full” clause would never be honored. These people aren’t bound by custom, law, precedent, the Constitution, anything. They are all lawless. It may say “paid in full,” but Al, Jesse, et al would say “I don’t care what’s it says...you haven’t paid enough.”

Since all who were slaves here in America at least 200 Plus years ago are dead, this makes no sense at all. Oh, I forgot, we are now in an age with the demoncrats that common sense is gone, and only promising what ever to get a vote and keep my money, position, and power is all that counts. Sorry Charlie, I’ve never, and neither has any of my decendents ever owned any slaves. Therefore, I don’t own anything to anyone. period.
