I am from Colorado and I am trying to see if the good citizens of my state would support a State Constitutional amendment that would assign electors according to the district plan.
To wit:
one elector to the majority (50+%) winner for each congressional district
one elector to the candidate that wins the most districts
one elector to the candidate that wins the most votes.
It might be possible to overturn the state legislator via a citizens supported constitutional amendment.
Can’t wait until President Trump wins the popular vote and they burn this idea down.

I am going to so LOVE when in 2020 these states, who will likely go D in their popular votes, will then have to have the EC votes for TRUMP... The lawsuits that they will then launch to try to STOP them from following their own passed laws, by the same folks who passed and pushed for them will be delicious to watch.
This is not in Nevada’s best interests. Under this scheme the president would be selected by Los Angeles and New York City. This does not serve a state that earns a goodly chunk of its living mining, farming and ranching, all things that the people in LA and NYC depend on but hold in utter contempt.

So these 14 states are no longer part of the Republic of the United States then? Perhaps their votes shouldn’t be counted at all then.

VA has a legislature election this November and the Democrats are expected to take both houses. So VA might move to implement this adding another 13 EVs.

Having my vote in a deciding pool of 130 million votes somehow means more than when it is in a pool of 2 million votes? No, it's actually the exact opposite, Mr Thompson.

1. How many DISTRICTS did Hillary and Trump each win? We love touting the number of counties, but that's not how America votes. We vote by DISTRICT.
(The proper rebuttal to the National Vote Compact is to note that our votes count more in SMALLER voting pools, not larger, and so maybe states should assign EVs per district.)
2. What was the average population density of the counties or districts that Hillary won, and that Trump won? Those numbers must be incredibly different.
We could be heading for a Constitutional Crisis, but according to Article II of The Constitution, each state may award it's electoral votes as the State legislature sees fit, they don't even have to let citizens vote, or abide by that vote.
"Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress"
So far, the states that have adopted this strategy are crooked socialist dem strongholds who would vote dem anyway.
This will go to the USSC which will rule it is a back door violation of the Constitution and stopped.
