Seems if they have that big an issue they must have many renters with dogs.
What if the offenders are not residents but neighbors of the residence that let their dog do their doody in the complex?

This was done in Carmel Indiana last year. As a dog owner and who has had a problem with several neighbors who would rather leave their rather large dog waste in someone else’s yard and have talked with the police and the HOA who both have said unless there is a picture they can’t prove it, I am all for it. This is due to the lack of action by both the safety officer and the HOA. The HOA will tell you not to put a sign in your yard (some residents have tried to put no dog poop signs in their yard) but will not do anything even when you have pictures of the dog in the act. Next time I catch a dog in the act, find out where the owner lives, I will be pressing charges.
