What exactly do the mean by “EU election”?

They must be either off their meds or on an increased dosage. I'm used to them being the work-therapy program for Bedlam Hospital for the mentally gaga.

The EU is a confederation of 28 independent and sovereign countries.

This confederation consist of these 28 countries that have agreed to act jointly in terms of economic and other policies. This helps a tiny country like Estonia (1 million people) punch above its weight). It also helps countries like the UK, Italy etc. freely export in a common market. It also maintains standards so you know when you are selling or buying something in the EU it meets a certain standard that is agreed by all

The confederation consists of 3 components

Analogous to Congress - the EU parliament. For which there will now be the elections

analogous to the senate - the EU council of ministers

anaology to the President - the heads of government of the 28 countries

analogous to the US civil service - the EU commission

the EU elections are to the EU parliament. These guys approve or reject regulation proposals. If they approve it, then the regulation goes to the individual countries legislative assemblies for approval or rejection
