These guys were intentionally flying out of the country to commit these acts, no doubt quite by design. I remember being a child and playing the slot machines on a cruise ship because our domestic gambling laws did not have jurisdiction on international waters. I don’t know what federal laws would be in place, but I recall hearing when I was younger how statutory rape laws varied from state to state. So would they really be able to go after Clinton for such if he was outside the country? Yes, they would!
