Nope. The USSC has ruled that states and counties are sovereigns and personnel cannot be drafted to carry out federal laws.
This also means that the federal government cannot force state, county and local law enforcement to carry out things like gun registration and confiscation. See Mack v US.
This USSC ruling is one of the most powerful tools we have to lawfully resist federal fascism.

Why do the city police have to be ruled by a mayor or city manager? ...It would make more sense to have the police of each County under a reputable County Sheriff.
Corrupt mayors and city managers are making decisions based on politics, while elected Sheriffs and their deputies are sworn to follow the laws.
