He hires people specifically to do a task within their job. Once that job is complete, that person leaves and another one is expected to take up another task, within their official job.
There is no beef or undermining of Trump by Coats. Trump needed an old-timer to navigate the system and show everyone the ropes.
Just like Jeff Sessions got the ball rolling on all the indictments and illegal immigration directives, despite the vile name-calling and crude remarks otherwise by FReepers.
There is an aspect to Trump which rotates people as their jobs ar completed
