issuing licenses and ID cards with fraudulent documents
To me this is a bigger story than the state allowing drunk/drug addled drivers to stay on the road. I wonder if they anticipated the auditing firm releasing this information when they hired them?

Given the political depravity here in Massachusetts combined with the indolent attitude of so many of our residents *no* form of misconduct or foul up by a state employee would surprise me.

an RMV employee opened Volodymyr Zhukovskyy's driving record prior to the deadly New Hampshire crash, but did not change it to reflect the 23-year-old's Connecticut DUI - a change that would have suspended Zhukovskyy's license and notified him of it.
How much you wanna bet that employeee saw the name and decided he was a "refugee" who "deserved" to keep his license?
