Yes. It seems unlikely that some outsider could just walk into the office and do this. The article does not mention any signs of breaking and entering, so it would have to be an inside job. It is also unlikely that anyone working in that office would do such a thing out of any other motivation than to create a fake hate-crime.

I think most government offices these days have some kind of a key-code next to the door that you need to punch-in in order to enter. Plus, a stranger wandering around the office would be immediately noticed. If this wasn’t done by a janitor or maintenance worker, it had to be an inside job and therefore a likely fake hate-crime.
