When I was a lad, dogs ran free, dropping a load wherever they pleased and since most homes had indoor plumbing etc people tended to ‘go’ indoors or in the woods.
TODAY, people put their dogs on a leash and walk behind them and pick up their offerings while humans dump in public wherever they want and humans can’t figure out what to do with it or how to clean it up.
Time for ‘citizens’ to start rounding up the homeless in the middle of the night and relocate them to the ‘upscale’ neighborhoods and/or outside the gates of the gated communities.
Also cities had flop houses and flea bag dirt cheap hotels and when the ‘urban renewers’ came around and tore down the eyesores etc ALL stood back and played ‘switch’ with their thumbs and wondered where ALL the ‘homeless’ people came from.

Washing crap off the sidewalk into the storm drain is a violation of the Clean Water Act. I would argue, so is taking a dump on the sidewalk.
