Our patents only grant rights within the US. Other countries would just pirate it for themselves using the info in the patent.
He moved temporarily, but he *currently* lives in the UK. I used WP for convenience, but there’s TONS of current articles on him as he’s one of the richest men in the Midlands of the UK.

The U.S. military should not be filing such patents.
Filing a patent reveals to much about the patented process/item.
I doubt the Manhattan Project operated on filing patents.
When our military reveals something they have already moved on from that tech. Maybe its time to commercialize the tech and start mining asteroids and stuff.

It makes far more sense to believe that UFO’s are secret military aircraft than it does to believe they come from another planet.
What is sort of ironic is that regardless of what you believe you have to believe a conspiracy theory. Either there are extra-terrestrials snooping around and world governments are involved in a massive cover-up despite perceived rivalries, OR the government(s) is/are at least partially using a belief in UFO’s to deflect inquiry into the existence of secret aircraft.
Those are the only two options. So, which conspiracy do you wish to believe?
