I live in CA.. When my power was out for two days last week, I had no phones. My AT&T cell phones were out as well as my house phone. I had no way of knowing if there was a fire coming at me, no way of calling 911 in case of an emergency; oh, and we had NO WIND. NONE!
1) Why was your power cut when no wind It is possible that transmission lines that go through your area also run through an area of high wind.
2) Find an old rotary phone that works...It will work during power shut off. That is how I kep in contanct with my wife. I was working at the Fair in Fresno and kept in contact with her over the phone that way.
3) Our local “neighborhood” set up a GMRS communication system to keep informed especially during periods of PSPS and wildfire danger. Worked like a charm.
I am not an apologist for PG and E...I hate this...it is a real pain in the Xss. But there are things we can do to mitigate this to the best we can. This was the fourth PSPS for us in Butte County this year. The first for folks in the Bay Area...

Denver is horrible. It snows here year round and you have to wear your winter parka in July. If the mountain lion dont eat you the bears will. Dont move here!
I live in a rural county. No Democrat nonsense to put up with here.
They have been lax at doing just that. Please understand, much of California is covered in trees, much has grass that dries out by June. They do not allow good forest management practices here, they are stupid.
