She won't run, because to run this time means she will have to earn the nomination, by speaking, eating at pancake breakfasts, kissing babies, shaking hands, doing all the crap she never wanted to do.

Being in the ruling class means never having to work, especially working up a ladder in a career. The ruling class are appointed to positions, like being appointed Secretary of State. What she wanted in 2016 was a coronation, to just have everyone say, "yeah, obviously she should be president, let's just give it to her." Voting was a formality. This is why she really didn't put a lot of effort into campaigning, which is earning the job from the little people. Being coronated means having the people even more up the pyramid than you to clear your path for you.

This is also why she hates President Trump so much. Its because he earned it, by day after day, going out and winning votes. Giving three speeches a day even in three different states.
