President Trump on Monday signed the Preventing Animal Cruelty and Torture Act, a new federal ban on animal cruelty.
The law will outlaw purposeful crushing, burning, drowning, suffocation, impalement or other violence causing serious bodily injury to animals.

So long as it’s quick & clean, that wouldn’t be considered torture or prolonged suffering. The little I know about this ban, I support it.
There is a difference between slaughtering for food purposes vs slaughtering for someone’s sadistic pleasure, or allowing an animal in one’s care to suffer due to the owner’s negligence or lack of compassion.
I support some wild horses to be sold as food, but they should be transported with care, not dumped like firewood into some trailer and just carted along in great discomfort and stress.
Only with the chickens’ permission.

Drowning is the usual way nuisance animal guys get rid of skunks to avoid getting sprayed
find someone that is cruel to animals and you find the person willing to do anything in the pursuit of power... a good man abhors the sight of senseless cruelty those that are lesser ignore it when confronted with its reality and evil takes pleasure in the thought of committing it.

The problem is the definition of cruel varies from individual to individual
To some people who think eating meat is wrong there is no way to kill an animal they won’t count as cruel

It seems to me that this would fit the constitutional definition of being a State Issue.
