On 13 December, 2019, Lyda Krewson, the Mayor of St. Louis, Missouri, signed a city ordinance purported to ban guns from St. Louis City parks. It was passed by a vote of 16-2. The bill used a novel approach to circumvent the Missouri State protections for Second Amendment rights. Bill No. 134 declared that St. Louis parks and recreation facilities are child-care facilities, and are, therefore, banned from allowing firearms in them. From stltoday.com:
Missouri state law allows adults to carry guns in the open, so the new law reclassifies the parks and recreation facilities as child-care facilities, where guns are not allowed.
Last week, Alderman Bret Narayan, D-24th Ward, predicted that this reclassification would face a challenge in the courts by gun-rights activists, who he said would likely prevail.
People in Missouri have the right to carry holstered, loaded, pistols in most public places most of the time. There are a few exceptions. One of them is for child-care facilities, as defined in RS 571.107. From revisor.mo.gov:
Careful readers will note the exception is for a portion of a building used as a child care facility. Most of the areas of parks and recreation facilities in St. Louis are not inside of buildings. Here is the way it is worded in Bill No. 134:
(11) Any portion of a building used as a child care facility without the consent of the manager.
An ordinance directing the installation of signs, as specified in this ordinance, notifying individuals that City of St. Louis parks and parks facilities are child-care facilities under Section 210.201 of the Revised Statutes of Missouri, and that as child-care facilities the possession and carrying of firearms are prohibited under Section 571.107(11) of the Revised Statutes of Missouri.

Don't like Constitutional rights? Just change the definition of words.
I will petition my local city to ban the First Amendment and outlaw all mosques. I’m not sure how I’ll need to re-define words, but I’ll think of something.
Stop him! He is stealing my child! Why can’t you do something?
Mam, this is a child care facility, besides I am not allowed to carry a weapon to protect myself, much less you or your child.
See, he is too far away now.
And this is how they do i. People think police will go door-to-door and maybe they will but all the government has to do is change the rules and behavior over time. Socially engineered behavior modification....cowed in to corners.
Applies only against law abiding citizens.
Keep voting for demonRATs... you have instituted the government that you deserve, and now they’re making the calls for the overall good of the constituency.
That’s the way it is.
This is the way the left will effectively overturn most of the 2nd amendment, by designating most of the country as a gun-free zone and punishable if ignored.
Good job, STL, that’ll keep the gangbangers in line and everyone else safe at the park BBQs and parties.
St, Louis will see dead people.
Creating NO-GO Zones For Their Own Citizens
Well those that carry will do so to commit crimes. They will get a pass
Under Missouri child care laws and regs, a facility hosting more than six children must be licensed, certified and inspected by the state, all employees must undergo background check and drug test etc...
The law cut both ways. Suit against the city for non-compliance ought to filed as soon as the signage is posted. Make it hurt.
Oh, and by the way, rsmo 571.107, 2.iii clearly states carrying a concealed weapon by a ccwl holder in a prohibited area such as school child care facility etc is not a crime.....
“Re-defining St. Louis Parks as “child-care facilities” is positively Orwellian.”
They should do that to abortion clinics. That would totally freak the left out.
This will no doubt result in a great reduction of murders on the city’s north side.
I smell an injunction coming in 4, 3, 2, 1. . .
Does this ordinance also apply to city police and bodyguards of city politicians? I think not.
It’s amazing how many constitutional rights cease at the government’s door.
While many people think neighboring Ferguson is the most dangerous city in St Louis area, the truth is St Louis itself and neighboring Illinois is the most dangerous place.
Beyond that St Louis, Missouri is one of the untouched treasures of these united States The highly fragmented city pattern that exist there has created a level of accountability that allows for general prosperity even if the host city is wholly corrupt and uninhabitable Much of the metropolitan area is thriving.
Allowing them to benefit from St Louis’s advantageous location at the intersection of 3 of the most important navigable rivers in North America, The Mississippi, the Missouri, and Illinois rivers, which allows inexpensive access to most all of the content.
Only the ideologies follow democrats to the hell they have spent the last 50 years creating. As long as we can fragment power we can be the light and show the people the truth. That is what has been happening to St Louis area, where only the area ruled by the leftist leaders of St Louis itself for 50 years is in decline.
Wait until you see what I do with the 13th Amendment....
They're just begging for it.
