Easy fix for this: don’t have a cell phone with you when you don’t want to be tracked. Simple solution to a simple problem.

And “use” also includes even having it turned on. When a cell phone is “on” it’s always repeatedly pinging with its unique identifier creating a record of its location at the time of each of its pings.

Absolutely. Most 'burner' phones should allow you to pop the battery. If not, look for a different phone. I haven't had a need for such things yet, but it's something to keep in mind for future reference.

Can someone please explain how this not spying? They have data on 12 MILLION people. They know where the calls went.
