Easy fix for this: don’t have a cell phone with you when you don’t want to be tracked. Simple solution to a simple problem.

And “use” also includes even having it turned on. When a cell phone is “on” it’s always repeatedly pinging with its unique identifier creating a record of its location at the time of each of its pings.Absolutely. Most 'burner' phones should allow you to pop the battery. If not, look for a different phone. I haven't had a need for such things yet, but it's something to keep in mind for future reference.
