A ‘’dog face’’ is an expression that came out of WW2. It meant, at that time a tired, some what homey looking battle-hardend soldier, specifically those in the infantry . It’s also come to mean a loser, or an ugly person. ‘’Pony soldier’’ is an expression Indians gave, rather derisively to US cavalry soldiers.

Biden can’t seem to get through a campaign event without losing his temper at a voter. Trump is hardly an exemplar of politeness and self-restraint, but I don’t recall him ever poking, shoving, or even berating a voter who disagreed with him.
If Trump had called a woman a “lying dog-faced pony soldier” during the 2016 campaign, it would be cited over and over to this day as evidence that he’s a misogynist.
I know what each individual word means and its origin. Its putting them together in the context of a former VP talking to a potential voter trying to win her & others votes I have trouble with!

I think it’s unfair to use the partial quote. She immediately said after the part you excerpted: “Just answer the damned question.” In that context the first part of the quote sounds like truly righteous anger. She asked a good question. A pointed question. And Joe insulted the hell out of her.
If that line had come from Once Upon a Time in Hollywood and was meant as a joke we might consider it a joke. But it certainly wasn’t used as a joke when the Indian said it to the Pony Soldier.
