Many residents aren’t citizens anyway, and plenty of citizens in NYC aren’t taxpayers. This is why the Founding Fathers restricted voting to taxpaying citizens.
That’s an interesting theory about “egregious fantasies” - may be something to that. They may be fueled by drugs as well although liquor generally causes impotence. Of course, rape comes in different forms...in any case, my heart breaks for these women.
