I would think it is a contract option. The partners have obligations outside the country via customers. This would remove any complaint option the minor partner could have.
The good news is that they are moving at “Trump Speed” to onshore the manufacturing of those supply chains.
Will that be fast enough?
And with 5 more years of Trump, maybe we will institutionalize policies and procedures that prevent this amount of offshoring of critical supply chains from ever happening again.
The nationalization of the US owned mask factory should be a warning to every company in China. Trump warned them to get out of China.

That being said, don't forget that the only source of information that we have,
comes from the Chinese government, which has not been too cooperative in releasing information.
These will protect the general population under current medical protocols.
However, as more information about the virus becomes known
to American doctors, the protocols may change.
Remember, in the past with the Ebola virus, the protocols had to be modified and tightened up
as medical healthcare workers and doctors were getting contaminated and came down with the virus.
At the present time, these masks are the current medical standard for preventing viral transmission.
